2nd Session of the ISU Masters Speed Skating Group (IMSSG)

in Baselga di Pinè/Italy 2005

 

The 2nd Session of the ISU Masters Speed Skating Group (IMSSG) was held in Baselga di Pinè/Italy,  February 23rd, 2005.

Results and Important Discussion Points of the Session

 

1  Approval of the Minutes of the 1st and Constitutional Session of the IMSSG

in  2004

 

It was proposed and accepted to optimize the formulation of Chapter 2 “Rules of procedure” in the minutes of the 1st and Constitutional Session of the IMSSG. Sven-Åge Svensson will make a proposal. The other parts of the minutes were accepted ananimously.

 

2  Summary from discussions of Dr. Volker Serini with Mr. Gerhard Zimmermann,

    1st Vice President of the ISU, in Inzell/Germany, 28 Feb 2005

 

As defined by the ISU in the letter of appointment of the IMSSG, the ISSMG shall hold contact with Mr. Gerhard Zimmermann, 1st Vice President of the ISU, who shall act as liaison between the IMSSG and the ISU. As decided on the 1st Session of the IMSSG,  Dr. Volker Serini, Coordinator of the IMSSG, had a  first discussion with Mr. Gerhard Zimmermann, 1st Vice President of the ISU, about the problems of Masters’ International Speed Skating. The discussion was held at 28 Jan 2005 in Inzell/Germany. The discussion points were the following:

 

2.1  Use of ISU Logo by the IMSSG

 

The ISU Council wants that the IMSSG does not use the ISU logo on letters and minutes.

 

2.2  Organizers of International Masters’ Competitions

 

In the letter of appointment of the IMSSG it is said that International Masters’ Competitions should only be club competitions. Generally clubs are the organizers of International Masters’ Competitions, but in some cases also regional Ice Sports Federations and also National Speed Skating Associations.

 

2.3  Mentioning Nations at International Masters Competitions

 

In the letter of  appointment of the IMSSG it is also said that no nations should be mentioned at International Masters’ Competitions, but only clubs. In practice this would be difficult, because it is important for the communication between the skaters that they know from which country the other skaters are coming, club names are not very characteristic in most of the cases.  And at the Masters’ International Games quota for the different nations are necessary. But no national hymns are used at the Masters’ victory ceremonies  and no results are listed under the view of nations.

 

2.4  Entries for International Masters’ Competitions.

 

In the letter of appointment of the IMSSG it is said additionally that entries for International Masters’ Competitions only should be made by clubs. The past has shown that it is only possible that the Masters make their entries for International Masters’ Competitions by themselves because there are no structures for Masters in the National Speed Skating Associations and in the Speed Skating Clubs. But for the participation of Masters in International Masters Competitions it is necessary that they are member of a club of the their National Speed Skating Association and have a competition license as far as possible. A  problem is that not all National Speed Skating Associations have a competition license system for Masters (for example LAT, NOR, RUS).              

 

2.5  Budget IMSSG

 

A budget has been given by the ISU Council to the IMSSG, especially for the costs of  the yearly session, office costs, etc.

 

The IMSSG holds a special account with the name “Dr. Volker Serini, MastersGroupSpeedSkating ISU” at the Postbank/Germany  for  the budget administration.  It has the status of a business account, account holder is Dr. Volker Serini, a power of attorney was granted to Roland Hagemann, IMSSG cash auditor, for the case of illness of the account holder. It was not possible to have an account directly for the IMSSG, because the IMSSG is not a legal entity. The cash will be accounted yearly and will be controlled by the IMSSC cash auditor. Mr. Zimmermann, 1st Vice President of the ISU, will get a copy of the yearly account and cash audit.

 

Mr. Zimmermann is in agreement with this regulation.

 

The account balance was  + 2534,77 EUR at the last bank statement from 30 Dez 2004. The ISU has announced to remit 6500,00 EUR as budget 2005 for the IMSSG. The cash balance will be accounted in 2005.

 

A proposal for the Budget 2006 will be made by the IMSSG for the Autumn Session of the ISU Council.

 

2.6  Minutes of Sessions of the IMSSG, Sessions of the IMSSC, IMSS-News, Copies for   

       the ISU and National Ice Sport Federations

 

Copies of the Minutes of  Sessions of the IMSSG and the IMSSC and of the yearly issued IMSS-News will be sent for information to the Members of the ISU Council, to the Members of the ISU TC Speed

Skating and to Ms. Rhea Schwartz, Coordinator ISU Adult Figure Skating Group. The IMSS-News are also sent to all National Ice Sports Federations with speed skating activities.

 

2.7  Tasks of the IMSSG

In the appointment of the ISU Adult Figure Skating Group and the IMSSG by the ISU Council it was said: “The groups will act as liaison between the Adults/Masters activity and the ISU in the further development of this aspect of the sport disciplines. It should be a purpose of these groups to give this movement some direction and eventually common rules which cross international boundaries.”

 

Since many years International Masters’ Speed Skating Competitions have been promoted by the International Speed Skating Committee (IMSSC) as can be seen from the International Speed Skating News (IMSS-News) which are issued every year by the IMSSC. Special Rules for Masters Speed Skating Competitions (IMSSC Rules) have been developed by the IMSSC besides the ISU Rules for the special problems of International Masters’ Speed Skating Competitions. And a list of International Masters Records (IMSSC Records) is established by the IMSSC every year. The IMSSG is fully involved with this work because all Members of the IMSSG are also Members of the IMSSC.

 

Because the Organization and Coordination of Masters Competitions is well done by the IMSSC, the IMSSG can concentrate on the incorporation of the International Masters’ Speed Skating  into the ISU. This can be done by the incorporation of  Masters Speed Skating Rules into the Rules of  the ISU. Generally the Masters’ International Speed Skating Competitions are held under the Rules of the ISU. But because the ISU Rules do not fit in all cases for the needs of the Masters the existing rules must be altered or supplemented for Masters.

 

Mr. Zimmermann agreed that the IMSSG works out a proposal for Masters’ Speed Skating Rules which could be incorporated into the ISU Rules. This proposal will be sent to Mr. Zimmermann for a discussion in the ISU Council Session in autumn 2005 (see chapter 5).    

 

3  Summary from discussions of Mr. Sven-Åge Svensson with Mr. Tron Espeli,

chairman of the ISU Technical Committee, Oslo/Norway, 20 Feb 2005

 

Mr. Espeli expressed a positive concern about the “Masters’ movment”. However, he thinks that it is more a political matter than a technical matter.

 

Political matters would be:

  • Adapt ISU rules and regulations
  • Definition of “Masters”
  • Masters Age Groups
  • Engage more countries
  • Who may organize Masters’ events?
  • Status of Masters’ “Championships”

 

Technical matters would be:

  • What are the suited types of competitions?
  • What are the suited distances for the different age groups (Medical responsibility!)?
  • Any influence on existing competition rules?
  • Incorporation into ISU Events List
  • Quality requirements/quotas/ qualification procedure

 

In general:

  • What is the most advantageous to the Speed Skating community?
  • What do other sports do about masters?
  • Will the IMSSC make sufficient progress with one meeting a year?

 

4  Proposals of the IMSSG to the ISU Council for Incorporation of  Masters Rules into

    the ISU Rules

 

In cooperation with the IMSSC and the ISU the IMSSG will try to reach the incorporation of the most important IMSSC Rules into the ISU Rules (see chapter 2.7). The IMSSC Rules are issued in the IMSS-News 2004, page 32.

 

For the autumn session of the ISU Council Dr. Volker Serini shall formulate proposals for the incorporation of Masters Rules into the ISU Rules. The following  rules shall be proposed for incorporation:

 

  1. Masters Definition including Age Groups (see IMSSC Rule 1)
  2. Masters’ World Championships (see IMSSC Rule 2.1.1)
  3. Masters‘ International Competitions (see IMSSC Rule 2.1.2)
  4. Personal Entry  (see IMSSC Rule 2.2)
  5. Drawing and Ranking (see IMSSC Rule 2.5.)
  6. Restrictions of Participants in the longest Distance (see IMSSC Rule 2.6)
  7. Masters World Records (listed by the IMSSC, see IMSSC Rule 3)

 

The Masters Rules could perhaps be combined in a new ISU Rule 297. The proposal to the ISU Council will be made after being accepted by the other Members of the IMSSG.

 

5  Budget and account of the IMSSG

 

A budget proposal for the next season 2006 shall be made by Dr. Volker Serini. The proposal to the Council will be made after being accepted by the other Members of the IMSSG.

 

The cash audit of the IMSSG account shall be made by the cash auditor before the next IMSSG Session.

 

6  Next IMSSG Session

 

The 3rd IMSSG Session will be held at  1 Mar 2006,  4 a.m., in Helsinki/Finland, in connection with the 24th IMSSC Session and the 15th Masters’ International Speed Skating Games 2006 in Helsinki.
