1st and Constitutional Session of the ISU MGSS 2004

 

The 1st and Constitutional Session of the ISU Masters Group Speed Skating (MGSS) was held in Inzell/GERMANY,  February 25th 2004.

Results and Important Discussion Points of the Session

 

1  Introduction

 

The members of the MGSS introduced themselves to the other members by telling them about their lives and especially about their connections to the Speed Skating Masters. It was interesting to hear that not only in Europe and North America National Masters Championships are held, but also in Asia, in the Republic of Korea (Mr. Jae Seok Choi/KOR).

 

1  Letter of the ISU about the appointment of the ISU MGSS

 

Questions which did arise from the formulation of some details (international competitions) in the letter of the ISU about the appointment of the ISU MGSS shall be discussed by Mr. Serini with Mr. Zimmermann, ISU 1st Vice President.

 

2  Rules of procedure

 

A session of the ISU MGSS can be held if in minimum 2 members are present.

Votes on decisions can be made if in minimum two members are present at the session. Voting procedure: Vote by show of hands or by secret ballot if wished by a voting member. Every member has one vote. For decisions by vote  the majority of votes is necessary. Decisions by vote must not be taken in a session, they can also be taken by postal vote if necessary.

 

3  Objectives

 

The ISU MGSS will act as liaison between the Masters’ speed skating activities and the ISU in the further development of this sport discipline. In cooperation with the International Masters’ Speed Skating Committee (IMSSC)  the MGSS will give direction to this movement and develop common rules which cross international boundaries.

 

4  Cooperation with the IMSSC

 

The International Masters’ Speed Skating Committee (IMSSC), founded in 1994, in the last ten years has developed International Masters’ Speed Skating Competitions to a high level.  Nowadays the IMSSC comprises 19 members from 16 Nations from Europe, North America and Asia. The IMSSC has developed a noteworthy  program of International Masters’ Speed Skating Competitions which take place in several countries every winter season. The outstanding annual event are the Masters’ International Speed Skating Games with 180 – 220 participants, which are held every year in another country. Besides the organization of these competitions the IMSSC has developed IMSSC Rules for International Masters Competitions which set international standards and are important for their realization (5 year age groups, distances, entry, drawing, joined age groups, Masters‘ International Records). The “International Masters Speed Skating News” which is issued by the IMSSC every year in October, containing reports of the competitions of the last season, the International Masters Record List, the Masters’ International Competition Calendar , many Announcements of International Masters Competitions and many other informations for the Speed Skating Masters, is  very important for the International Masters’ Speed Skating.

 

Because of the great importance of the IMSSC for the Masters’ Speed Skating the ISU MGSS will  fulfil her tasks in close cooperation with the IMSSC.

 

5  Main target of the ISU MGSS

 

Because of the intensive work of the IMSSC we have a well organized International Masters Speed Skating Competition Scene. But the recognition of the International Masters Speed Skating by their International Sports Organization, the International Skating Union, is not yet sufficient.

 

Most of the large Sport Organizations have recognized their Masters since a lot of years. This recognition can be seen in their rules as for example in the FINA Constitution and Rules (Fédération Internationale de Natation Amateur), see FINA Handbook. The FINA has a Standing Masters Committee, Masters Rules, a FINA Masters Technical Congress, Masters World Records and Masters World Championships.

 

Therefore the main target in the moment will be to promote the full recognition of Masters’ International Speed Skating in the Rules of the ISU. Proposals for this recognition will be made by the ISU MGSS. 

 

6  Contacts

 

Contacts shall be made by Mr. Serini to Mr. Zimmermann, ISU Vice-President (discussion of the introduction of  ISU Masters Rules at the next ISU Congress, discussion of the Status of the Masters Competitions, ISU Rule 107 § 9, 10).

 

Contacts shall be made by Mr. Serini to Mr. Schmid, ISU General Secretary and the ISU Office in Lausanne (general discussion of Masters Speed Skating and possibilities of cooperation).

 

Contacts shall be made with members of the ISU Technical Committee by Mr. Svensson and Mr. Serini (discussion of the introduction of ISU Masters’ Rules, discussion of technical matters in International Masters’ Competitions).

 

7  Budget

 

The Budget which was given by the ISU Council for 2004 to the MGSS was only sufficient for some costs, as e.g. office costs, internet costs, etc.,  and  one Session of the MGSS but without the travel costs of the Asian Member of the MGSS.

 

Mr. Serini will make a budget proposal to the Council for 2005.

 

Cash audit shall be made yearly by Mr. Roland Hagemann/GER, Member of the IMSSC.
